    Poor and perfect attendance at Town Meeting

    At a couple meetings of the Charter Advisory Committee we have considered what the proper size of Town Meeting should be.  It appears right now like it will stay the same size, but the language will be cleaned up a little.  (For those of you interested, we will be discussing Town Meeting further at our meeting on Wednesday night.)  We took into account the thoughts and opinions of both our Moderator and Town Clerk, the latter of whom did the math and determined that we have an average attendance at each Annual Town Meeting of about 83%, and 76% for Special Town Meetings.

    Interestingly, this is an improvement over the early years of the Town.  Harvard Kennedy School Professor Jane Mansbridge has found that

    even though no more than 58 men were eligible to come to the Dedham town meeting and to make the decisions for the town, even though the decisions to which they addressed themselves were vital to their existence, even though every inhabitant was required to live within one mile (1.6 km) of the meeting place, even though each absence from the meeting brought a fine, and even though the town crier personally visited the house of every latecomer half an hour after the meeting had begun, only 74 percent of those eligible actually showed up at the typical town meeting between 1636 and 1644.

    Coming back to the present day, I wanted to go a step further and see how this broke down.  Is it the same people attending, or missing, every Meeting, or does it change from year to year?  I looked back three years and on the whole was pretty pleased with what I found.  

    Of all the 200 Representatives who have been in the Town Meeting for each of the last three years (a total of 338 served one or more years), 85 of them have perfect attendance.  That is, they attended both the Special and the Annual Town Meetings all three years.  An additional 50 only missed one of the six.  That means better than two-thirds of these Representatives made all or all but one Town Meeting in the last triennial cycle.

    Some had a little more trouble finding their way to the meeting hall.  A total of 18 people averaged less than one meeting per year over the past three years, and an additional 14 more only averaged one meeting per year.  That is about 16% with poor attendance.  One representative, Precinct One's Steve MacAusland, hasn't attended a single meeting in at least three years.

    The complete breakdown is as follows:

    Six meetings: 42.5%, 85 people
    Five meetings: 25%, 50 people
    Four mettings: 16%, 33 people
    Three meetings: 7%, 14 people
    Two meetings 4.5%, 9 people
    One meeting 4%, 8 people
    No meetings .5%, 1 person

    On a neighborhood level, Precinct Six did the best with 18 of their 39 representatives (46%) putting forth a perfect record.   Precinct Five had the worst, with only 6 (15%).  For the other precincts, One had 16, Two had 15, Three had 7, Four had 8, and Seven had 15.

    On the flip side, Precincts Four and Seven didn't have a single Representative  with poor attendance.  Nearly one in five Representatives from Precinct Three had an average of one per year or less, however.  

    A full listing of those with the best and worst attendance records is below.   As the saying goes, decisions are made by those who show up, and as you can see most Town Meeting Representatives will at least come out for the two nights a year required of them.

    I appreciate the detective work. Especially because of the complications of redistricting.

    I'd like to see percentages for those up for election in 2014. Which will include a portion of the people on the list above, plus some others who have been meeting members for less than three years. (Obviously, we won't know who those people will be until the drawing on March 14.)  It would help me make decisions on my ballot in April.  This doesn't mean I will vote based on attendance, but it is valuable voter info nonetheless.  


    Town Meeting Attendance (3.00 / 1)
    I believe attendance at Town Meeting is extremely important.  There are certain situations where elected Town Meeting Members may not be able to attend . . . illness, death in family, unexpected job responsibilities.  We are elected by our neighbors to represent their best interests at Town Meeting.  The commitment is attendance and participation at the Annual Town Meeting and the same for Special Town Meeting.  

    I am so pleased that Dedham has such a high percentage of elected Town Meeting members attend Town Meeting.  People take the issues seriously and most come well prepared.  We may not always agree on the issues and warrant articles but we all respect the process.

    It is good to see people of all ages represent the precincts at Town Meeting.  I believe we should maintain the number of elected Town Meeting members from each Precinct.  

    It is an honor to serve with the other Town Meeting members.

    Given that people were worried about wolves in the 1630s-40s, I'd give them a pass for missing meetings. Today, not so much. I'm pretty sure that if they were giving away $1000 bills at the meetings, they have perfect attendance, sick kids or no sick kids.

    I agree with both manorman and cmschoenfeld, but feel there should be more importance given to looking at a minimum number of meetings attended by TM members.

    Looking at the above list of 18 TM members who only have an "Average of less than one meeting per year" should be looked at seriously.

    For example, it would be helpful if a Town Charter or bylaw change would dictate that any TM member who cannot attend at least one meeting per year would have to give a written explanation to their District Chair, including any doctor's notes, death notices, etc., which would then be given to the Town Moderator to keep for record keeping purposes by the Town Clerk.

    This would be done in case anyone were to question the reason of any TM members absence and to keep the process open and transparent. If a TM member was found to not have a valid reason not to attend a certain minimum amount of Town Meetings then they would be asked to step down by the Moderator.

    If something like the above example could not be done then you can expect a certain percentage(from above about 16% with poor attendance) of TM members to continually miss future meetings, without any absence verification, and take up a spot when other prospective TM members could have taken their spot if given the chance.

    If anyone thinks this process would be too strict, please read the above paragraph on Town Meeting rules from 1636 and compare it to my suggestion.

    Can town meeting members vote if not present at the meeting? (0.00 / 0)
    Brian or Cheryl - I hope one of you can answer this question. I just realized that I made travel plans that will result in my being out of town on May 20, so I will not be able to attend the Annual Town Meeting. Is there any mechanism for voting on the warrant articles if I am not present? I'm really annoyed with myself for not paying attention to the dates. I was working around my daughter's birthday (May 17) and didn't even think about until I was reading the warrant in the Times.

    Looks like the Town Charter has no provision for voting at Town Meeting other than being in attendance.

    Here's what the Charter says about TM voting.

    Voting shall be by voice vote and the moderator shall declare the result of each vote taken. When the result of a voice vote is declared by the moderator, if seven or more town representatives shall doubt the vote as announced by immediately standing, the moderator shall verify the voice vote by taking a standing vote.  When the result of a standing vote is declared by the moderator, if fifteen or more town representatives shall doubt the standing vote by immediately standing, the moderator shall verify the standing vote by taking a roll call vote. The moderator may, in his discretion, direct that any vote be taken by a call of the roll.

    Thank you for your response. I'm sorry that I will miss the meeting. I guess I should be grateful for the Special Town Meetings which raise my attendance record (in terms of % of meetings attended).
